I've been seeing this error since December (when I started looking for 
problems), up to about 4% of delivered emails.  On a high volume week, I 
counted over 33,000 of these errors.  Then the next week with only slightly 
smaller volume there were 8800.  Yesterday with 169,000 delivered, there were 
1156.

The important thing to me is to know if the email to this person it errored on 
will get retried.  If it is a marketing piece, it doesn't matter as much as if 
it were a product being delivered via email.
