Not really.  The iMS POST Threads are not related directly to the CF threads.  However, there is a setting in all of the iMS services (except Relay and Scheduler) called "Max App Server Connects."  This setting causes the iMS service to limit the number of simultaneous requests to the application server.  If there are more requests from iMS than the max setting then the requests will queue in the iMS service and then will be sent to the app server in turn.  If you send more requests to CF than the max number of threads that the CF service is running then the requests will be queued in the CF server.
 
BTW - Setting max app server connects to 0 means unlimited.
