New description:

Currently many services depend on require_network, which my only be
 provided
 by non-'lo' interface.

On some systems one might want to run a local apache server, mysql server
 or
other daemon/service just using loopback interface. (especially on mobile
machines like laptops, or inside virtual hosts that have no or only NATed
 inet
 access)

There should be a difference between the following kind of network
 availability:
 - any configured interface (eg at least1 IP address)
 - any configured non-loopback interface
 - any configured interface, but with route to internet

Comment:

New svn version includes the netdev plugin, that is really good to use.
