thanks alot for your comprehensive overview, it really helped. Obviously, 
InitNG starts console-screen, which the sysvinit procedure does not run. 
(I'm not 100% sure about this, though, since something more or less the 
same could be run from the system initialization script before rc traverses 
over the links in rc5.d). Try removing system/console-screen. If this 
helps, we'll have to have a look at this ifile and you've perhaps found a 
bug. :-) system/clock could also cause some breakage, I've experienced 
problems with that, too (although with DHCP).
