There's no timeout in InitNG's service handling that produces a "ok" signal. 
At least none that I know about. The great master, Ismael, should verify 
this. ;-)

Let's start by adding some debug output. Could you please modify your 
service that it looks like this:

echo $(date) nwpboot
time /usr/bin/nwpboot /root/nwp_program userapp
rc=$?
echo $(date) done nwpboot
exit $rc
---->%----

Let's see how it behaves. :-)
