Install the > former, omit the latter. Actually I'm not sure that we need to omit 64-md-raid-assembly.rules. It also contains rules for ACTION=="remove", that may be necessary even in the initramfs. So we can install it and edit with the same sed command, that is used for 64-md-raid.rules.
