Another reason why we likely can't use dpkg-trigger at all here:
The init scripts need to be available in the postinst, so we can
start/restart/stop the service as needed. The obvious way to achieve
this is to have the postinst call the updater utility (on it's own
meta-init files) before invoking any init action.
