I just had a look at the status of the dependency information in the init.d scripts in debian/sid. It is not too bad. On <URL:http://bugs.debian.org/cgi-bin/[EMAIL PROTECTED]>, 13 bugs are open and 53 is resolved. I also had a look at my sid chroot, and 90 scripts have the header while 29 is missing it.
It is missing in these packages: acct acpi-support acpid anacron apmd apt-index-watcher binfmt-support cupsys dbus-1 libdevmapper1.02 libdevmapper1.02.1 libnss-ldap lvm-common modutils nbd-client nbd-server nullmailer openssh-server snmpd snmptrapfmt uml-utilities util-linux xserver-xorg Of these, only libdevmapper1.02.1 and nbd-server is missing an override file. The header is present in these packages: alsa-base alsa-utils at atftpd cfengine2 console-common console-tools cron cryptsetup debian-edu-config discover1 exim4-base fam hdparm ifupdown initscripts ipmitool kdm kexec-tools klogd libc6 ltsp-client makedev module-init-tools mplayer netbase nfs-common nfs-kernel-server nvi openbsd-inetd pcmcia-cs pcmciautils portmap ppp preload procps rsync sitesummary-client slapd sudo sysklogd udev wpasupplicant x11-common xdebconfigurator Instructions to convert your boot system to use these headers is available from <URL: http://lists.alioth.debian.org/pipermail/initscripts-ng-devel/2007-April/000397.html >.
