If you're building yourself, which I assume you are, pull your devlibs
up-to-date, pull trunk up-to-date, and then rebuild. If not, the file
can be found on the page
http://bazaar.launchpad.net/~inkscape.dev/inkscape-devlibs/trunk/view/head:/bin/libgcc_s_sjlj-1.dll
and just needs to be placed in the folder with the .exe.
