If I understand correctly, the strings you mentioned as examples aren’t incomplete: the line "Shift + F9, * Start tool" is composed by 4 individual translatable strings (“Shift”, “F9”, “*”, and “Spiral tool”) and the line “F9, i Spiral tool” is composed by 3 individual translatable strings (“F9”, “i”, and “Spiral tool”). The strings “F9” is reused in both lines. You just have to translate the strings individually and look at the English reference for context but without expecting an exact matching line.
