Hi Dimitry, those are translation strings from the preference dialog of an extension, see https://gitlab.com/inkscape/extensions for the code repository.
The comments on translatable strings also include line numbers, so you can check where exactly those are used. Obviously you can also run the extension to see what these options are doing. On a general note: We just had a Russian translation update, see https://gitlab.com/inkscape/inkscape/commit/c9cea2b8174d50dff96165d341d01a88714dcaaf .
