Help! can't get Inline to work

I installed the Inline module using ppm.  I am on windows 98. when I tried a 
simple example script copied from the documentation I got this: "can't create
inline validation file..." .  Any help would be greatly appreciated!  What I 
have read
about this Inline module fills me with enthusiasm.
