I don't know about Inline and ActiveState, but installation is possible
with PXPerl (which makes other things easier, too) (if Inline is not
already in the package, I don't remember that in detail). It allows to
install CPAN distributions with cpanp and can work together with free
compilers like Mingw.
If you just installed ActiveState, I suggest to try PXPerl instead.
