Yes - it shouldn't be necessary to have the module installed for the tests
to succeed.
I've just tried building Inline-BC-0.06 and initially got the same test
errors as you. For me, however, if I attend to the problem with
$RE_balanced_brackets and $RE_balanced_parens, then the module builds and
tests fine - ie I don't have to install the module first, for the tests to
succeed. (I'm using Inline-0.45.)
