I don't know if this comes up often enough to add it to the library.

This doesn't require much in the way of implementation; you write a
functor class, which is passed as a parameter to UnaryFunctorImageFilter
when you define your class. If you look at, for example
Modules/Filtering/ImageIntensity/include/itkAbsImageFilter.h, it should be
clear how to implement your Magnitude filter.
