I too installed Insoshi recently on Windows XP using Netbeans 6.1. I
installed version 0.11.5 (mswin32) of the ferret gem and this works
like a charm. It seems to me that you installed version 0.11.6 and
this version lacks a pre-compiled win32 binaries as far as I can tell.
