Yup.  We have to put a barrier in the way because we don't have the rights
to let others redistribute it, and signing up for the certificate gives us
a way to make you promise that you won't do that.  If we were to make you
get the package with a web browser, where we could also funnel you through
a form that required you to make that promise, then the experience could
possibly be a bit different.  But we figured that most folks would want an
integrated experience, with a single way to get all packages.  And those
that don't want to do that can still download the bits directly from Adobe.
