Yes, it's slower, because it is doing more work; there are extra things required in upgrade that aren't in a fresh install. I'm not sure that's avoidable. We certainly don't intend to ignore the issue, and perhaps some reforms in the way we construct the packages would allow us to do less work on upgrade, but it's not clear to me whether that is possible or not.
