This may not be your problem, but I ran into a similar situation and  
the same error message.  What it's complaining about below is that it  
can't get to the kernel in question.

I found that my /tftpboot directory had a specific entry for the host  
in question (e.g. a number of files that ended in the ethernet  
address of the machine I was trying to boot).   Those entries pointed  
to an old version of nevada that I'd since deleted.   Once I deleted  
those files, the install worked normally.
