GRUB behaves like this when it can't read files from the 
CD/DVD, e.g. the  /boot/grub/menu.lst file.

What happens when you type "cat /" followed by a <TAB>
characater after the slash, when your at the GRUB> prompt?

Does it report something like "Error 25: Disk read error"?

I guess there is some strange interaction between GRUB and
your notebook's BIOS.  Somehow the boot time BIOS calls from
GRUB confuse the BIOS and the BIOS refuses to read from the
CD/DVD at some point.
