Most of us have had some experience (and frustration) using the current
packaging and patching systems both from creating and maintaining packages
and patches as well as installing them, but I don't believe any of us have
spent any time developing the old infrastructure (though possibly Bart has,
in his recent attempts to breathe a little life into the patching process
for S10).  We're approaching this not from the perspective of fixing the
problems that exist, but rethinking the architecture in a modern light,
picking the best and most useful features of existing systems, while
avoiding the problems they've run into over the years.

So I think that's a "yes".  :)
