The Jahia Community Edition is open source so
yes, you can fork it and redevelop yourself
another multilanguage module on top of it.
However I am quite sure that this will take you
much more time and budget than buying the
multilanguage module... We are working on it for
the last 3 years... so this is not a tricky and
easy development.... Now of course I can not
restrict someone to reinvent the wheel ;-)
