No one stated that the BoF will resolve the issues/challenges themselves
- a BoF is the place to discuss what the charter can include as work
items to achieve objectives (that are not limited to the design of the
protocol specifics). 

These items are centered around the initial design goals that lead to
this effort and how LISP after experimental work will address them. I
suggest to have at least an item in the LISP charter that takes the RRG
design goals as outline and for each of the goals documents how LISP
protocol addresses them.
