If you obey this section of RFC2473, you cannot implement IPv6 over IPv6 if the
real network path MTU is 1280B, because then the tunnel would be 1280-hdrs,
which is necessarily smaller than required by IPv6.
That is why this is incorrect. The correct text should be:
6.7 <https://tools.ietf.org/html/rfc2473#section-6.7> IPv6 Tunnel MTU
The tunnel MTU is set dynamically to the egress reassembly MTU of the tunnel
exit-point node, minus the size of the tunnel headers

The tunnel entry-point node performs discovery of this egress reassembly MTU
where possible, or assumes the current IPv6 default of 1500-hdrs.
