Brian,

I think it falls under the category of "things in protocols some people
want to deprecate because they are unaware of deployed use cases". Like:

- jumbograms are used by Linux and some device offloads
- some applications are using the full twenty bits of entropy in the flow
label
- there are valid use cases and deployment of IP fragmentation
