This draft does not extend the ARP protocol. Instead, it defines a YANG model for additional configuration and management of ARP functions that are widely supported by many vendors but not covered by the existing IETF YANG models, such as ietf-ip. The last few versions mainly made some editorial changes. For reference, some earlier discussions took place in RTGWG.
