It is actually almost same behaviour now: 
skl_compute_ddb->skl_sllocate_pipe_ddb is now invoked
before we call intel_compute_sagv_mask, which means
that use_sagv_wm is set to false, so it will be just
transparent leading to same wm->wm[level], wm->uv_wm[level]
accesses as done now.
Then in intel_compute_sagv_mask we calculate if each plane
ddb entry is big enough to fit SAGV min_ddb_alloc and set
use_sagv_wm bit in a pipe_wm struct.
So the only difference here is that use_sagv_wm bit is set
in intel_compute_sagv_mask and not skl_allocate_pipe_ddb, 
which seems logical imo and anyway logic would be the same.

This accessor itself is then conveniently used in skl_write_plane
and skl_write_cursor_wm and others, providing proper wm level(otherwise
there would be duplicated condition everywhere).

So should I throw away skl_plane_wm_accessor completely?
Because we anyway use wm->uv_wm in skl_allocate_pipe_ddb
and the logic is otherwise same.
