IIUC a hotplug->intel_tc_port_link_reset() could race with the above encoder disable->intel_tc_port_link_cancel_reset_work() call in an async commit (which doesn't hold modeset locks). But it's just an optimization to avoid the overhead of checking the link status from the work, not actually guaranteeing that it won't be scheduled.
