- Corrected a typo: "controq" -> "control"
- Updated return value description to accurately reflect behaviour:
  changed "Returns true if there's any budget left" ->
  "Returns number of packets cleaned from this queue"
- use "Returns:" instead of "Returns" aligning with kernel-doc
