No, it only means that the code is now available in Gerrit and if I understand 
things correction (Thiago please correct me if I'm wrong) that simply means its 
easier for anyone in Qt-Project that has signed the CLA and gotten a Gerrit 
account to work with and contribute changes. It does not mean that anyone is 
necessarily working on any of the QtSolutions.

In other words, Qt Project can now more easily provide support to the Qt 
Solutions if anyone chooses to. It's still up to the community and commercial 
licensees (via their support requests) whether support will actually happen.

That's my best understanding of it. I'm not claiming to have insider knowledge; 
far from it - the Qt Service replacement is my first dive into contributing to 
Qt.
