Split the 'runtime' changes to the map from the layout/setup settings, and auto-save runtime changes. In ReadOnly mode, it possible to click on the 'set linkspeed' link in a probe status window. This, in my opinion, wrongly brings up the Set Linkspeed dialog, even though you're NOT allowed to change anything before setting the complete map in Edit mode! - If current user is allwed to Edit the map, ask the user if the map should be set in Edit mode.
