Check the processor load on the device at the time the trouble is
occurring. Cisco and perhaps other routers will drop SNMP requests
and in severe cases stop all responses if the processor load is
high. This results in a No SNMP response and in severe cases I have
seen no response at all which results in Device Down responses from
InterMapper.
