I'm having a small problem following the examples given.
All users in a domain are members of the Domain Users by default.
They can belong to a bunch of other groups but everyone is in Domain Users.
Unless you're deleting that membership for a user and creating a non-default
(not normal)
situation..........

The other account is denied even when Domain Users is part of the groups 
condition?  In my test, any users belonging to groups I added to the 
condition were accepted, and all others were rejected.  For example, if 
I added both Domain Users and Test Group to the groups condition, both 
users were accepted.  If only one group was part of the condition, the 
user belonging to that group would be accepted and the other would not, 
which seems like the correct behavior.
