It does cost extra.  An appliance and software priced by the quantities is 
required as well as the associated support agrement additions for both.

We have sold over 6,000 Meru access points to about 100 customers in the last 5 
years.

Only a half dozen are using network manager, so it's by no means required.

But, it's very nice to have as it records events for 30+ days, making it a very 
useful tool when troubleshooting tough combinations of problems that you don't 
hear about until after the problem occured.
