That might be something you would want to put in an Enhancement Request for.

In Server Settings / Server Preferences you can set many defaults, but polling 
intervals are not in there.

If you look at Chart Defaults for example, there are tabs for Axes, Data and 
Colors.  In terms of Map Defaults, it is only Map Color Defaults.

There are many configurable options for Maps and I think it would make the 
interface more consistent if under Server Preferences there would be a tabbed 
Map Defaults option like Chart Defaults.  Tabs could include things like:

* Appearance
        - Background
        - Colors
        - Open View (Icon, List, Notifier, Chart, Dataset or Last Open)
        - Style
        - Zoom Level

* Thresholds
        - Device
        - Traffic

* Notifications
        - Default Notifiers

* Monitoring
        - Layer 2 Features
        - Poll Interval
        - Retention Policy

I also think adding a button to some or all of these options to update the 
settings for all maps would be handy as well.

The place to change the polling interval is the drop-down list in the lower 
left corner of each map.

It is a per-map setting.
