I don't think that's necessarily true. There are already tools like run-tests 
written in PHP and shipped with php-src, PECL is written in PHP, and there have 
even been suggestions that rewriting some included functions in PHP would be a 
good long-term goal.

The far larger concerns are governance, resources, and release cycles.
