Sorry, but I cannot speak for exit(), but I usually replace all occurrences of
#if PHP_WIN32
OutputDebugString(...);
#else
fprintf(stderr, ...);
#endif
with just fprintf(stderr, ...) to see any mem-leaks on Win32-CLI.
