Actually it seems to be near Yerushalayim (Jerusalem?), Israel which
makes some sense given Zend's origins.

yeah, i was surprised by this as well... but for bc reasons I had to
keep it in the reimplementation of the date stuff. Might kick it out in
PHP 6 :)
