"about to be the place" seems to indicate there are plans with it. The most valuable information can be found navigating through the directory structure from this starting point: http://windows.php.net/downloads/ The snaps of PHP 5.5 are quite up-to-date: http://windows.php.net/downloads/snaps/php-5.5/ My idea: discard the homepage, make that a mirror of the homepage of php.net.
