Hello Andrea,
from userland perspective, I would prefer to open the Closure constructor
instead of adding new syntax:
$qux = new FooBar(3);
// $func = &FooBar::getStatic;
$func = new Closure(array('FooBar', 'getStatic'));
$func($qux); // 3
