Assignment name: HHSC AI Java/ETL/MDM Developer Work Location: Brooklyn, NY 11201 Scheduled Work Hours: Full Time - TBD Assignment Start Date: 09/04/2012 *SCOPE OF SERVICES* HHS Connect (in conjunction with the CIDI) is a program to build a reusable framework for the preparation of datasets for data mining and machine learning. The framework will allow for the standardization and probabilistic and deterministic matching of datasets from heterogeneous Health and Human Services domain datasets for use by analysts. The program entails building new hardware/software infrastructure to support advanced analytics primarily in ETL Development and Artificial Intelligence for the Data Hive Project. *Responsibilities:* - Participate in development and systems design; this includes specifying the packaged components and custom applications specifically in relation to data ETL, Data Modeling, Matching and Artificial Intelligence methodologies using Java Script - MDM Software and Java Development to support creation of matched datasets for analysts - Analyze and Transform data sets to facilitate access to data for analysis - Automation of ETL jobs using Oracle EDQ and ODI applications along with Java Script - Document and Create data schemas optimized for data analysis - Interface with the agencies DBA’s and domain experts to understand source data sets - Participate on execution of data analysis plans - Participate in the integration of open source and commercial software - Participate in the automation of Data Mining, Induction, Machine Learning and Statistical analysis software - Design and implement of complex systems, which process a large amount of data - Participate in the roadmap Artificial Intelligence (AI) definition - Identify areas of improvement in our frameworks, tools, processes and strive to make them better - Dive deep into the organization data, understand different functional areas, and use creativity to come up with extraction techniques that improve the quality - Communicate risks and issues to project management *Deliverables:* - System Design - Working data standardization and matching framework - ETL Development - AI Java Development *MANDATORY SKILLS/EXPERIENCE **Note: candidates who do not have the mandatory skills will not be considered.* - At least 8 years of experience with ETL Development, AI Development and Java Script - Experience with ETL Data Structures (Staging Area, Flat Files, XML Data Sets, Relational Tables, DBMS Working Tables, Non relation data sources, Dimensional Data Models, Atomic and Aggregate Fact Tables, Surrogate Key Mapping Tables, Meta Data Capture, Naming Conventions and Auditing Data Transformation) - Experience with ETL Extracting Processes (Designing and Building Logical Data Map, Data Discovery, Data Content, Collecting Requirements, Integration with different data sources, ODBC, XML Sources) - Experience with Cleaning and Confirming (Requirements design for data quality processes and procedures, Data and Cleaning Profiling, Data Value and Rule Enforcement, Process Flow, Conformed Dimension, Conformed Facts) - Experience with Delivering Dimensions Tables and Fact Tables - Experience with ETL Operations such as ETL scheduling, Scheduling tools, Metadata, Migration to production - Experience with ETL Code optimization - Experience with Oracle ETL Tools (ODI/EDQ/Data Warehouse Builder/Informatica Power Center) - PL/SQL, SQL - Experience with Oracle DWH 8i/9i/10g/11 *DESIRABLE SKILLS/EXPERIENCE:* - A Bachelors or Masters degree in Artificial Intelligence, Computer Science, or equivalent experience is desired - Experience with data modeling development and tools such as SQL Developer and Irwin (CA) - Experience with open source and commercial data mining / machine learning / data and rules engine software such as WEKA, R, SAS, SPSS, Oracle Data Miner, Drools - Experienced with formal SDLCs and business analysis methodologies; Working knowledge of business analysis documentation standards - Knowledge of BEA Weblogic, UNIX, Solaris, and Linux *SPECIAL REQUIREMENTS* References should be provided from at least two former or current clients where the contractor has performed the same or similar work.
