For CDs, there's cdrecord. But the state of dvd burning under Linux is
really sorry. There is not even a semi-decent program for that. The 
official cdrecord is non-free, and the 'dvdrecord' fork doesn't work 
at all. The only program that somehow manages to burn a DVD is growisofs.
But even it has some serious problems, such as not waiting for mkisofs
to produce even a little bit of information, before turning a disk into
a coaster. (mkisofs can fail e.g. if you have file names with the wrong
encoding on your file system.)

I'd very much prefer a (command-line/curses/etc.) program that wasn't
just a front-end to mkisofs, plus some burning hack. One that actually
checked that everything can go alright before starting to burn anything,
one that had _easy_ support for multisession, and so on. There's of 
course UDF, but enabling it seemed too much of a chore. The state of the
kernel is also really sorry... as well as the related user-space
stuff, like the piece-of-shit udev.
