Note the use of a past tense in my reply since the original question was 
about the origins of these parts of the file system hierarchy.

Anyway, if anybody feels strongly about any of this, I think the next 
revision of the FHS is being worked on right now.

In modern Linux/*BSD/etc. distributions, it is usually the place to
store software that is not installed by the package manager. For that
reason, it is important that local exists. The site-localness of
/usr/local was before the existance of package managers.
