I tracked down the issue from IOT652 and I suspect that yours is the same issue. See this review; https://gerrit.iotivity.org/gerrit/#/c/2200/ for the solution.
The issue was that we were adding the 'children' collection to the output in 2 situations, 1 during collections, and once during general resource conversion. The 2nd version isn't valid anyway, so this removes that.
