We don't want to be routed everywhere. The objective is to two-fold:

1) reach the entire mesh network and it seems RFC 7346 requires us to use 
realm-local instead of link-local anyway

2) force the IP stack to select a non-link-local address when sending that 
multicast discovery packet. This address would be stored in directory services 
and could be passed on to other networks, thus allowing unicast connectivity 
across multiple networks.
