Hi Pat,

Tagging is done as 0.9.2-RC1. As you may know, BTW is only missing part from 
the IoTivity Release plan.

Resource Encapsulation(Manipulation before) logic is not only for service but 
also for application.
Of course this is not required for plugfest 3.
All Primitive Service components are same regarding question.
Regarding API, I distributed the document and for the detail API document 
Doxygen, we will share in public by today or tomorrow.
Design is on the iotivity wiki page.

Is the Resource Manipulation logic for services only? Was it required for
