Just for some background, as I recall, the original intent of that flag was a 
way to signal back to the application's entity handler after a resource had 
been added via OCCreateResource.  So that the entity handler could do 
initialization activities, if necessary.

Not sure if there is currently a valid use case for its existence.  Thoughts?
