[dev] Cherrypicking Release scope features into 1.2-rel branch

Dear IoTivity maintainers/feature developers,



I happen to find something missed commit on 1.2-rel branch and exists only
in master branch

           https://gerrit.iotivity.org/gerrit/#/c/12611/ 

But, I expect something more what to be. 1.2-rel branch.

Please include all release scope features/fixes(commit) into 1.2-rel branch.



According to the branch guideline
https://wiki.iotivity.org/branching_policy ,

we should push commits into 1.2-rel branch first and cherry-pick into
master branch later.
