In Tizen, there is permission issue and device need to be rooted to use netlink 
APIs and 

Android, I don’t remember exactly but WIFI manger provided better events.

            yes, theoretically you are right. But in practical, some of the 
APIs did not work in Andorid and Tizen during the initial stages of development 
.

Since this is on my TODO list I wonder if you can recall any details of what 
the problems we're. I know earlier versions of Android lacked some relevant 
functions; anything else?
