How did you know you're losing packets?  What kind of throughput did you
get?  (If you can post the actual output from the client that would be
helpful.)

I know there was an issue with some (third-party) iperf3 executables for
Windows that were compiled with an older Cygwin that produced
sub-optimal results.  Also, iperf3 isn't explicitly supported for
Windows (officially supported platforms are Linux, FreeBSD, and macOS).
One thing you might try is the older iperf2 (try to get version 2.0.8 or
newer), which is supported for Windows.
